Minutes for October 22, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:03 PM.

Chairman Emery led recital of the Pledge.



  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes October 15, 2014
Approved 4-0-1



  • Discussion held between 5:00 & 7:00 p.m.
At 5:30 Chief Schools was in and went through some of the additions he would like to make on the proposed Fire Protection Ordinance and minor changes to clarify some things on the Subdivision Ordinance.

The Selectmen talked to Andy Townsend about the roadside mowing and saw that there is one year left on that contract.  

The Board talked at length about the town-owned property on Cemetery Road that they had cleaned up, some of the issues they are having up there, and things the Board is going to have to look into.




Selectman Emery talked with Bev Gammon about an informational packet the Board is putting together to send out to the residents on Davis Road with the findings of fact from the Town’s attorney.

The Selectmen talked about the new electricity rates and contracts, went through some items on the Personnel Policy and a couple of items that Nate Schools questioned.  They also discussed the bridge lighting.

  • Review of Projects and Issues
Selectman Santolucito reported that he has a meeting scheduled for October 30 with Fire-Chief Schools to take a look at the apparatus and get a better understanding of the operation of the Fire Department.  He also mentioned that he found a street light out and had a neighbor bring to his attention that a street light was out.  He said he gave the information to Selectman Harmon and she is taking care of it.  He said there is a process in place to take care of the street lights.

Selectman Harmon reported on the Workshop the Board had last Thursday on the Personnel Policy.  She said Selectman Booker put a lot of time and effort into that and they are still tweeking the last bits of it.

Selectman Harmon said this week she dealt with a resident who called to give suggestions about the “share shop”.  That person thought it was very crowded, wondered if there was a way to have it outside the Transfer Station, and made some other suggestions.  Selectman Harmon is going to talk with Greg Heffernan about cleaning up the area to see if we can make it less cramped.

Selectman Harmon spoke about the Bar Mills Bridge and reported that Maine D.O.T. is waiting for the Board to sign a contract but the Board is still researching the lights.  She said she is waiting for information from CMP on the current lights and possibly what we can do for the future lights.




Selectman Harmon has been working on the Municipal Valuation Return.  There are a few more corrections to make on it and when that is done we will send it off to the State.  

She has been talking with Bob Gingras from Parker Appraisal in regards to some land issues that have come up that he has looked into for the Board.  One of them has to do with the little section of Boynton Road that the Board talked about tonight.  

Selectmen Harmon said the Draft Audit from R. H. R. Smith has come in.  She has not had an opportunity yet to review that yet but she said our Treasurer has and has already made a couple of corrections on it.

Selectman Booker reported that she also attended the workshop and the meeting with Hollis about the bridge lighting.  She said most of what she has done for the past week has been reviewing what came back in the bridge contract.  The Board asked for some changes and most of those have been taken care of.  She has been working on the Personnel Policy again and mentioned that a lot of time has been spent straightening out the format of the document.  She has also been working on the agreement the Board would like to enter into on the electricity rates.

Selectman Burns attended the meeting with the Hollis Selectmen and D.O.T. representative on the bridge, and the workshop where the Board worked on the Personnel Policy.  Also, he met also with Chet Ouellette to review some of the projects and issues he has been dealing with at the Public Works garage that seem to be fixed now.

Selectman Emery reported that he attended the same meetings.  He went down to Public Works to go over some things with Tom Kennie and stopped over for a lengthy conversation with the Fire Chief about some issues over there.  He said it is nothing serious; there were just some things the Fire Chief wanted to talk about.  Selectman Emery said he took the audit report home and read it.  Other than that he has been calling in and doing his best to keep up with what is going on



  • Old Business
Demolition of old Town Garage – Selectman Emery talked with our Public Works Director and he is not sure that he will have the time to get this done this fall.
Davis Road – The Board is addressing that and is in the process of having something typed up to look at in the next few days that will be sent out to people who live on that road.

Buxton Fire-Rescue will hold their annual Open House at the Groveville Fire Station on Friday, October 31, 2014 (Halloween) from 5:30 - 7:00 PM



  • Other Business
There will be a Red Cross Blood Drive at Buxton Town Hall Tuesday, October 28, 2014 from 1:00 ~ 6:00 PM.  Please call 1-800-733-2767 to make an appointment.

There will be a Hannaford Flu Shot Clinic at Buxton Town Hall on Tuesday, November 4, from 8:00 AM – 7:00 PM.  Two staff Pharmacists, two Pharmacy Technicians and the Assistant Store manager will be here to help process people and administer shots.  They will accept cash, check, and insurance. Cost is $25 for anyone who wants to self-pay or $20 for anyone who is a member of Hannaford’s “Healthy Saver Plus” program.   For more information call Buxton Hannaford Supermarket at 929-3100.  This will be in the small meeting room on the opposite end of the building from where people will be voting.

Selectman Burns reminded everyone that voting is a week from Tuesday.  Absentee Ballots are available now and you can come in and vote.  He briefly mentioned the items on the ballot and encouraged everyone to come in and vote.
